What country is your wife from? They only issue temporary passports in London, even for long term residents of the UK?
I would keep ALL receipts and I would bill UKBA for the total of all your expenses to replace both your passport and her ID card. Ignore what they say on the letter, and give them the full bill. You can also go to small claims court and I suspect you will win (or more likely they will settle for the full amount).

Well you can not "make" them do stuff. But you can explain that it is impossible to get a replacement in the UK and submit the bill. If they refuse to pay you, then you can take them to small claims court. You will need to have proof that it is impossible to apply for a Hungarian ID card or normal passport in the UK. Is it on their web site? Or get them to send you a letter....
So they will pay for a trip home! What exactly do you mean that the case has been "prolonged"?
They still must issue the RC within a maximum of 6 months. Doesn't matter if they messed up...

As far as I understand your situation, you have provided the required documents for the application. You then requested the travel documents back, and UKBA has lost them in the process. Are they still processing the RC application? So I do not know which new documents they might request or why they would want to see them...
Your RC can be issued even without seeing your new passport(s)

You were very right,i had a call from them and they found our passport and id card.but i had requested a new one for myself.

your `lost` passport is invalid now, it was reported as lost.
