I looked on Direct gov and hmrs wesite for the case if you do not have the National Insurance number then application will be made as part of benefit claim process... I have copied the folowing from HMRC site...
Would that mean that if my wife is claiming benefit then we do not need to apply anywhere for NI and it will be processes wutomatically as part of the Child Benefit Claim process ?

If you need to claim benefits and/or tax credits (or if your partner needs to claim benefits and/or tax credits for you) you will need a National Insurance number. Your application will be made as part of the benefit claim process.
The only reason we are planning to apply from my wife is because of following reason about state pension, though not sure how much difference would it make -
