English language requirement for Tier 2 dependent incountry

I am applying for Tier 2 general along with my wife. do i need to attach english language certificate with my wife's application (this is incountry tier 2 dependent application) i am switching from psw and my wife is my psw dependent.

Extension of stay as a dependant of PBS Tier 2. Does my wife need to prove english language competency. do we need to attach english language certificate
