Sponsoring my father through the EEA route application

Hi guys,

First of all, thank you for reading my post and I would very much appreciate if any of you could advice me on the following matter.
My wife and I got married in April last year in Netherlands and moved to the UK October last year. As my wife is from France and I am from Sri Lanka, I was granted the EEA spouse permit that is valid for 5 years. Both of us have full time jobs and have been contributing for the tax, NI etc.
The issue we have now is we want to sponsor my father who is currently residing in Switzerland as an asylum seeker. As both of us work full time we are confident that we can take care of him and that if he is granted permission to come to the UK that we will take care of him.
My question is can we use the EEA family member route to sponsor him to come from Switzerland to the UK? secondly, as he is an asylum seeker he does not possess a passport, will this be a problem? and finally if this is possible, what are the documents we need to show from here in order to make this whole process easy?

The procedure seems pretty straightforward but was wondering, will the procedure be influenced or effected by the fact my father is an asylum seeker in Switzerland?

The way I would think of it is as follows, and there may be exceptions to this,...

EU free movement law is pretty much silent on what the immigration status of the family member is before they move to the host member state. So it does not really matter whether the family member is there on a visitors visa, on a work permit, or is an asylum applicant.

Is your father dependant on you or your wife, or have you lived in the same household in the recent past. If he does not meet these requirement, he may not qualify

Its not clearly stated to whom should your parents dependant on (EEA member or non-eea family member). My wife is expecting and I want my mother to come here via Family permit. But, she is dependent on me (non-EEA) as all remittance (supporting money transfer receipts) are on my name.
