For the avoidance of doubt, what are you meaning by UTR?

Are you meaning Unique Taxpayer Reference, as issued by the UK's HMRC?

if the numbers are the same then it is the same if they are not the same and they tell you to quote "our ref" then quote the number they give as "our ref".

Usually the "our ref" helps the the receiver to decide who is dealing with the matter either a specific person or a team of people in a department within the Inland Revenue.

It will not do any harm to also quote your UTR but suggest you follow the format they ask for

I confirm that a UTR issued by the UK's HMRC is indeed 10-digits.

Any particular reason why you need to know if the reference is a UTR?
