Processing times for FLR(M)?

Hi,

My wife is going to apply for dependant visa using FLR(m) next month. I have been recently granted the ILR and she will be my dependant.

I have quetion regarding the english qualification. she has undergraduate from non english speaking country but since she came to the UK she dis an MSc at a british university and now she is doing her PhD does she still need to take an english test?
