at least 1 year work experience to apply?

Dear all,

I was just told by someone who has been working in OTTAWA fr a year as part of the BUNAC program and who was meant to apply for immigration but was told that at least 1 year work experience is need to apply to be qualified for the required number of points!!!

does anyone experienced this?
is this true?
