Automatic CoS expiry

Hello Gurus,
I have a question regarding automatic expiry of the Certificate Of Sponsorship. I have read on http://www.ukba.homeoffice.gov.uk/sitec ... idance.pdf that the CoS would automatically expire if not used within 3 months. However, after such an expiry, if the person changes their mind, would the company be able to apply for another CoS (before 12 months of the expiry date)

The sponsor would be able to issue another CoS as long as they had sufficient allocation. The original is seen as "expired".
