You should ask them why they are unable to issue you another Cas. I could be for any number of valid reasons, for example:
- tier 4 sponsors have a limited number of Cas to allocate each year
-they may not think that you have time to get you visa to start your course.
-they are aware that ukba is now linking refusal percentages to tier 4 licences as part of their newly published criteria for tier 4 sponsors.
Would suggest that you ask your tier 4 sponsor for their reasons to see whether you have any recourse.
