Can my depandant joins me in UK ?

i were granted Tier 4 leave from 18/12/2010 to 16/09/2012 from outside UK.
I entered UK 28/12/2010

My Course NQF level is 7

My college is highly trusted

it was Dual programme CIMA(finals 6months)+MBA(9months) together almost 1.5years

Can my depandant apply for Tier 4 depandant visa ?

I have dilemma regarding this point
"restrict sponsorship of dependants to those of students sponsored by HEIs on postgraduate courses lasting 12 months or longer, and of government-sponsored students on courses lasting longer than 6 months;

Could someone please advise if it is applicable to all the Tier 4 holder or only who has after 4th of July ?

Unless your wife is already in the UK with you she will not be able to join you in the UK as your dependent unless you are study at an HEI on a Level 7 + course which is 12 months plus, or you are a government sponsored student studying a course of longer than 6 months. It doesn't matter that you applied for your tier 4 visa before 4th July, it is the fact that your wife would be applying after 4th July hence the new rules apply.
