If you have leave as a student and have applied for settlement, then you have applied for ILR, not PR.
Only EU citizens (and their family members) apply for PR.

1. Will you need to change the course or the Tier 4 sponsor, or both?
2. What is the duration of the (new) course?
3. Will your Tier 4 leave expire before or after the (new) course finishes?
4. Are you currently on a student visa (pre-PBS) or on a Tier 4 (PBS) leave?

(Pre-PBS) student vs. Tier 4 / PBS student
For students, but these represent two immigration categories with different immigration rules.

5. When did you last extend your leave?

Given that your last application for leave to remain was in Jan '11, you should have been granted leave to remain as a Tier 4 (General) migrant. If you have a BRP, then you are a Tier 4 migrant for sure.

Options:
1. If you change a course with your (existing) Tier 4 sponsor and if that (new) course finishes before your current leave expires, then all you need to do is email UKBA to inform them of the change.
2. If you change a course with your (existing) Tier 4 sponsor and if that (new) course finishes after your current leave expires, then you will need to make a new Tier 4 application and will require a new CAS.
3. If you want to change your Tier 4 sponsor (to do the same course or a new one), then also you will need to make a new Tier 4 application and will require a new CAS.

See If you want to do a different course of study with your education provider and If you want to change to a different education provider.

To make a new Tier 4 application, I believe you'll need to withdraw your settlement application.

Just a point of clarification on 2. Whilst the op will eventually need a new CAS if he changes course with the same sponsor and the new course ends after his visa expires in Feb 2012 he does not need to make a tier 4 application before he starts the course if it is with the same sponsor so in this scenario he starts would not need to withdraw his ilr application.

What new rule are your college referring to as to why you can't continue with this course? Is this course the course for which you were granted your most recent period of leave as a tier 4 student?
