There is no English requirement for this category of application. The lower age limit for partners is 18.

read the PBS dependent policy guidance and the immigration rules relating to PBS dependents - can you see any reference to an English language requirement there?

Hi All, I appreciate your response, but as i read the PBS dependent policy guideline, it only mentions the dependents within UK however we have a seperate set of requirements for those Dependents using VAF10 at UK visas websites which is not as comprehensive as guidelines for inside UK migrants. Eventually, there is no evidence of English as well as age requirement in the Policy guidelines of VAF10 (Dependents from Overseas). Should you require comment on this ...!!!

The policy guidance mentions the necessary requirements for the visa application.

37. In order to be granted entry clearance as a spouse, civil partner, unmarried or same sex partner, the family member and the main applicant must be aged 18 or over on the date he/she is due to arrive in the United Kingdom

If there was a necessity for English it would be clearly stated. The policy guidance lists only those conditions that are necessary because if it had to list all the conditions that were not necessary it would be of infinite length.
