Tier 1 dependants - Have the rules changed?

I am currently on Tier 1 (General) which expires June 2012. My wife intends to come to UK on a visitor visa soon (she doesnt want to apply as a dependant yet for some personal reasons). Firstly, just wondering if that is ok?

Secondly, I have just found the following document on UKBA's site which states some changes that came into effect on 4th July 2011 for the PBS dependants. On Page 2 it talks about 'switching' for the dependants of Tiers 1, 2, and 5 visa holders. As far as I believe, previously the spouses couldnt apply to switch into a different category or get a dependant visa from within the UK especially if they came here as visitors. My question is has that changed? Suppose if my wife comes as a visitor now and then wishes to apply as my dependant at the time when my own extension is due (June 2012), can she do so or will she have to travel back to her home country and apply from there? Yes, she can visit; no she can't switch. Her ties to home will be under scrutiny if she hopes to be granted a visit visa.

Thank you for your reply. She is waiting to sit some exams back home next year so she is going to use that as a reason why she wants to just come as a visitor to the UK for now and return home next year.
