Can I get into PEO office to act as my friend's translator?

Can I get into PEO office to act as my friend's translator?

Hi,

My friend is applying for ILR the coming Friday. Can I go with him into the PEO office to act as his translator? He is a work permit holder and he has passed LIUK test, but his English is not good enough to communicate with people fluently.

That's an interesting question. The KOL is to show the proper knowledge of the language but if he requires a translator the officer could conceivably say the language requirement is not meant. (For instance the new student rules say that if a student requires a translator at airport immigration the IO can refuse and put them on the next plane home.)
If he were posting the ILR application then there'd be no way for them to know but in person I think it could be tricky.
But let's see what others say.

It's not an interview. If he was able to pass the KOL test (set at level 3 English) then he should be able to follow simple instructions and answer a few basic questions. I agree that if he can't manage that, then the KOL pass may be in question. :?
Why doesn't he apply by post?

an update: I went in as a friend of the applicant without problem. I answered questions for him and he was not queried about his English ability
