Just my opinion, your clock (for 10-year long stay) counted from 01-Sept-98 when you entered the UK as a student. Before this, your twice visit in the UK were not continued, nor maintained a strong tie with the UK at that time.

This is correct. Visitor visa does not qualify for 10 years long resident.

Call the PEO at Croydon to clarify. You don't loose anything by doing that.

I don't think we can be as specific as that. There certainly are instances where time in the UK as a visitor has counted.

However, for Patala, I agree with the conclusion already posted. There was simply too much time out of the UK following those times in the UK as a visitor for those times to count.

Accordingly I think your 10 years is up on 01.09.2008.
