naturalisation and council tax

hello,
one of my friend is planning to apply for naturalisation. He stays as paying guest and never pay any council tax nor his name is in council. Do HO check for this whether applicant pay coucil tax at the address thay stay?

No , Paying Council Tax is NOT a criteria for getting ILR or British Citizenship.

Many people in the UK do not directly pay council tax in their name (or indeed have their names registered with their local councils) because they either live in shared accomodation or live with their parents. Indeed many landlords include council tax in the monthly rent and their tenants never even have to register for it. I have lived in the UK for almost 5 years and have never directly paid council tax. It's always been included in the rent.

In any case council tax has nothing to do with immigration matters and I can't possibly think why you think the Home Office would be interested in whether or not someone pays council tax at the address they stay at. Income tax, however, is a different matter as this can be directly linked to an individual.
In a few years time we'll look back on immigration control like we look back on American prohibition in the thirties - futile and counter-productive.

Yes, the bottom line is: tell your friend not to worry about this. In any event, his or her situation with respect to council tax sounds as if it's perfectly legal and above-board, so the issue does not really arise anyway.

If one's not liable to pay it in the first place.

If one is liable to pay council tax and doesn't pay it, then it may well cause issues.
