what is needed for a CAS letter to be issued?

What do the university need to issue the CAS letter? my university asked me for my Irish examination qualification results and I gave them my provisional ones. she said the UKBA will not accept any provisional results. isn't the IELTS results enough?????

IELTS results are not enough
what course are you applying for??
a CAS is issued based on your previous qualification AND english language ability, so that y they have probably asked for your Irish qualification and YES the UKBA does not accept provisional certificates
