unrestricted CoS allocation

Hello everybody,

I'm in UK and I want to switch to Tier2 General.

My sponsor has got recently a sponsor licence from UKBA, however, on the sponsorship management system in the rubric sponsor summary we have this:
Tier 2 (General)
Limit: 0
Assigned so far: 0
Remaining: 0

My question is this : should my sponsor need to request an allocation increase for unrestricted CoS ?
