I came to UK in oct'2006 on WP(ICT) and in Oct'2009 Tier 2(ICT) was done. Please can you suggest whether I can renew my Tier 2(ICT) instead of applying for ILR.

I have heard that home office is planning to restrict renewal after completion of 5 years and it's going to be mandatory to apply for ILR if person want to stay further.
Please suggest whether this rule is already in place.

To apply for settlement is your wish, subject to you fulfilling the specified requirements.

For extending your stay in the UK under Tier 2 (ICT), reading the policy guidance should help.
