Switching to Tier 2 from YMS (Tier 5)

Hi,

I am holding a New Zealand passport, and currently working in UK under YMS visa (Tier 5). Since this type of visa is not extendable, I am considering to switch to Tier 2. There is one thing that I would like to double check. My employer is willing to sponsor me, can I apply for the Tier 2 visa within UK, or do I have to go back to New Zealand to apply there, or can I just go to some place near UK like France to apply for Tier 2 visa?
