What I understood your post that want to withdraw application because the relationship is not going smooth, yes can withdraw any time they want please send the letter to below address and explain the reasons. If can give more detail about application when did they send ? usually within four to five months should get RC. I suggest them to work out their relationship by understand each other because it has been already waited for 5 months. If it is major issue and that they don't want to live together any more its is better to withdraw otherwise you will have again some problems in future regarding immigration matter. Good Luck
