I called to Home Office , and they said that it does not matter , and that this situation is between my stepfather and HIS country Latvia, so that i can just apply normally to EEA4 . But, there is a question on application, when my stepfather needs to fill in- what is your nationality? and after- do you also hold British Citizenship? As far as i feel it means that he will put- i am Latvian, and after- yes i hold British Passport, and they will check if Latvia allow dual citizenship?? please help me as i dont know what to do!

Did your step dad become British before you'd lived here for 5 years? If so, then it's a bit complicated but highly debatable and arguable that you should still qualify. Please give us the exact breakdown of all the dates, when you first came, whose dependant were you and for how long, when your step dad became British and so on. The trick is in the dates. It wouldn't matter that he later became British so you may still make it.
