I am in uk on tier 1 general. Could you please tell me is there any restriction on not leaving uk before Tier 1 extension or PR application?

Thanks

You can leave and re-enter the UK as often as you wish. However, if you are interested in applying for ILR you should endeavor, during the five year qualifying period, to restrict your leisure absence to 180 days in total with not more than 3 months in one single consecutive absence.

No restriction on absences for an extension; only for ILR
Your second question has already been answered in my previous post. An single absence of 3 months could be problem but this applies throughout the five year period and not just in the run up to ILR, as you seem to be suggesting.
