You can study if you like.
In your case, you will pay home fees despite being on a spouse visa if:
1) You are married to a UK/EU citizen
2) You have been living in the UK/EU for the three years immediately preceding your date of registration at the college
3) You have not been a full-time student in the UK/EU (i.e., you've been working) during that time
If you fail to pass any of these criteria, you will pay the higher overseas rate. If you wait until you have ILR, you might get away with paying the cheaper rate. Technically, you must also have been resident in the UK/EU for three years as well, but when registrars see that ILR stamp in the passport, they really don't tend to care about anything else.
