I got a FPN for 80 pound for shop lifting back in 2009(very shamful that I foegot to pay 1 item), but the police can't issue me the FPN in the shop at the time as I didn't have approval of address with me. They arrested me instead and took my bio infor in the police station then issued me the FPN after they approved my address. And the FPN was paid within the required period.
All the information I gather is that FPN is not a conviction according to http://www.ukba.homeoffice.gov.uk/briti ... character/#.
My question is should I still declare my FPN in my covering letter together with the ticket n approve of payment? I am quite worried about this, can anyone give any suggestion? Especially people with similar experience with FPN?
