I went there on the 20th of September this year to apply for my PSW. My appointment was for 10:15am. They allowed me in at 9:45am. I was out of the building with my acceptance letter by approximately 12:30pm.
Saying that, I did notice the PEO at Croydon was relatively empty!
A year before when I went to extend my Tier 4 visa I sat there, rather annoyingly, for over 5 hours.
So you're basically at the mercy of how many people are there at any particular point. I would suggest going in the mornings as that's when you can submit your application and get your case registered for consideration before the rush.
