Lost Indian Passport and Biometric card

Hi,

I recently lost my Biometric card and Passport. I have reported this to the police and have been given a case reference copy.
I would now wish to apply for my duplicate passport.
Has anyone gone though this situation before?
On the Indian High commission site, it says I would need to get a letter from UKBA stating non acquisition of British passport. Would that be required as I am holding Indian passport and still dont have permanent residency of this country.
Can someone provide me with some tips as I need to travel to India on 3rd Dec which was already planned.
