Employer requirements/labour market opinion

I have an employer willing to offer me work for 1 year. It is a large construction company. He said he can't file for my HRSDC approval until his company gets cleared to become a prospective employer. Apart from the usual letter of contract, job offers from newspapers etc, is there some special criteria/immigration number an employer needs before they can even apply to HRSDC?
