when to appeal a decision?

Hie i have a friend of mine who is about to appeal against a decision. The decision arrived through post on the 13 on Nov but the letter is dated 11 November. so he has 10 days to appeal, when do the 10 days start? on the 11th or 13th?

It's 10 days from the date of receipt however are you sure it was received on 13th Nov - this was a Sunday?

From 13th.

7 Time limit for appeal wrote:(1)(b) in any other case, not later than 10 days after he is served with notice of the decision.
