Certificates - perhaps because the applicant has been accused of using deception.
Bank statements - some applicants get them back, so don't!

no there was nothing that proved that the applicant was deceptive in the refusal letter. i mean they kept all supporting papers and documents which are originals

is it too hard for you to write the exact wording in your refusal letter, over here.... or you want us to keep guessing?

Has the passport also been retained and applicant told to contact removal team? If that is case, then it is possible that the UKBA may return the documents in question at the time of departure or when the passport is handed by back to the applicant.

If that is not the case, then it may be anyone's guess! Only UKBA can tell you exactly why .. in absence of the case history.

talk about travelling light. by the time you get to the airport you would be paying for excess luggage.
