I am not sure why you are trying to differente between the word 'offence' and the word 'crime' since the two words can mean the same thing.

If you are referring to question 6.9 on the EEA family permit VAF5 application then the question is

6.9 Do you have any criminal convictions in any country
(including traffic offences)?

And therefore if you have a speeding conviction this is a traffic offence which you should declare on the form.

thanks for comment,
in laws, (immigration, county etc)both crime and offence treated on different basis, and even in criminal law is 'particular' using in different term.
another question is
Have you ever been deported, removed or otherwise required to leave any country, including the UK in the last 10 years?
any advice according to my case, as i was overstayed but HO never took me to court etc or even set NO any date to leave the country, i left with my own choice.
