I concur with the comment from Johnson333, I would be surprised if an overdraft of £1200 caused a problem. Do ensure that the documentation supplied with your fiance's application includes the sort of monthly Budget you have outlined.
Given that he is legally resident in Italy, the application on form VAF2 can be made in Rome rather than back in Liberia (or rather in Sierra Leone, where applications from Liberians are processed).
Rome does not exactly get overwhelmed with applications for Settlement Visas. In the latest year for which figures are available they approved 65 and rejected 4. The record for Freetown, Sierra Leone, is rather different ... 267 approved and 364 rejected. So clearly far better to apply in Rome.
