Non EEA father in law visit UK. Which Visa?

Hi guys,

Just consideration bring my father to UK for a short holiday next year. Drilling through UKBA website, not sure which visa should he apply for. Family vistor or EEA family permit?

He is not dependent of me, neither my EEA husband. He will be retired by the end of this year. He would not want to settle in UK and only come for holiday (4-6 weeks). I am the only child.

Does anyone have similar experience? please share. Many thanks
