Got PR without CSI?

Hi All,
I know somebody whose PR case has been accepted by the Home office as they applied on economically self sufficient basis and without providing comprehensive sickness insurance and they were calming benefit as well. His EU wife didn’t work at all ,Has any one experience like that ?
