ILR/ Permanent residenc - for UK spouse living outside of UK

Hi All,

I am married with UK citizen for five years and hold the passport of one of the Non-EU-EEA national countries. We have always been living in Netherlands since our marriage. I have got the Entry Clearance stamped twice on my passport which has already been expired as I was never been able to settle in UK so could not go there. Now since 4 years are gone, I wanted to ask your expert opinion that can I apply for permanent residency for UK from NL without living in UK for three or more years.
Please let me know your response.

You can apply for indefinite leave to enter (ILE) into the UK at the British Embassy in Netherlands if you have been married and living outside the UK with a British Citizen for at least 4 years.

And after 3 years residence in the UK (if still married) - Naturalisation as a British citizen.
