EEA family permit. urgent help to find the link online appl

I am a EEA national (Spanish) , married to a Colombian. We live in Germany and my wife has a residence permit here.
We would like to travel to London for a weekend visit and we understand we need a EEA family permit for my wife.
However there is no way to find how can i apply for the family permit online,
I have searched the whole web site of the UK Border authority and only find links to online visa applciations but not family permits

the online visa application asks you for a payment at the end of the application, so i understand this can not be the EEA family permit as this is free of charge
can somebody help us rather urgently?

It is the same link as the visa application one (visa online). Just choose visa type "other" in the second screen for the EEA family permit. You should not need to pay for the visa at the end of the application process.

i see now after completion of the online form , that even if we submitted it online, one needs to book a visit to one of the only three cities in Germany where you can do a bio-metric scan?
is this really necessary for a EEA family permit?
does anyone has experience to fly to UK with a valid residence permit of a EEA country without the the UK EEA family permit ?

we wanted to travel to London this coming Saturday and there is no way my wife can go to Dusseldorf from Frankfurt and get everything done in 2 days
