When does Statement of Intent pass as confirmed Legislation?

When does Statement of Intent pass as confirmed Legislation?

I ask because my girlfriend has an offer of employment (Pre-reg pharmacist at NHS hospital) after she graduates. However due to the current Tier 2 rules they wouldn't be able to apply for a Tier 2 Visa for her as they need to undertake the RLMT (which due to various reasons they can't do).

However, the Statement of Intent March 2011 states that students on Tier 4 visas transferring to Tier 2 with an offer of employment after graduation would not be required to undertake the RLMT from April 2012.

Having spoken to the UKBA they state that they can't comment on those documents as they are not official legislation.

Can anyone shed some light on this?

When a statement of changes in immigration rules (incorporating intentions outlined in statement of intent) is tabled in the parliament and is passed in accordance with the procedures governing approval of secondary legislation.

The date change(s) in immigration rules (will) become effective is specified in the statement of changes in immigration rules.
