PSW and Jan-2012 course finish

This is for my brother.
He is studying MSC (one year) from reputed university, and he will finish his exams in jan-2012 and might get results in March-2012.

His university can only offer him result card with letter that he passed and will get degree sometime in June-2012.

Now my question is that can he apply for his PSW visa in March based on University letter and with marksheet?
