Over 65 over stay

Hi. My mother is 66 years old. She got visit visa in 2009 for 2 years until nov 2011 which is expired now. On her last visit to Uk in 2010 she stayed more then 6 months in Uk( she stayed for 7 months). On leaving Uk in September 2010( with her own expenses) she was given removal notice by immigration though she left with her own will she wasn't removed. We then appealed to home office we gave them doctor report reason forget over stay as the doctor asked her not to travel. Home office replied back saying they can't take their decision back and in future it will be up to visa officer to consider her situation.
Now my mother is applying for Uk visitor visa to visit me. She is applying from USA youthink home office will give her the visa considering her age n situation. Also do we have to send that home office letter and doctor report to visa officer.
Your help is very much appreciated.
