HSMP to tier 1

I was awarded HSMP in Mar 2007 after being on work permit for 1 year initially. I was out of the country between Nov 2007 to Sept 2009 because of family and personal reasons. My 5 year HSMP visa is due to expire in Mar 2012. Am I now eligible to switch to Tier 1(general) in order to extend my stay. If so what is the best way to go about it; by post or premium service. I meet all the required points for such an extension. Kindly advice
