You are not a British citizen and having a temporary settlement visa for the UK merely shows that you may reside there; you are not afforded the same rights as a BC who is seeking entry clearance to another country. Therefore, when applying for visas to enter other states, it's necessary for you to fulfill the general requirements for a person with a PA passport with regard to the destination state's immigration laws. One might hope that having a current (albeit temporary) UK residence permit may help to remove any doubt as to your return-ability, and make any such applications easier, but there are no guarantees.
