ECO comment (General grounds for refusal )

In your application you submitted your previous passport number N1352929,I am Satisfied that the passport is false because the document verification report shows that the document has been unofficially altered and defaced, As false documents have been submitted in relation to your application it is refused under paragraph 320(7a) of the immigration rules. Any future applications will also be automatically refused for the same reason under paragraph 320 (7B) of the UK immigration Rules HC395 as amended until 12/12/2021, unless a concession applies .

this is an unfair decision because my old passport was damaged (accidentally went through washing machine), in the application form i declared as it was damaged, the passport is a genuine document and i never done any alteration but some pages were damaged severely, there wasn't any interview done to ask about the damage simply banned for 10 years.

i have obtained a certified copy of previous passport from the relevant department to prove it as a genuine passport and i never done any alteration

does this document is a false one ? since it was damaged accidentally?

please help me i have planned to request for an AR

Sounds very unfair..

I'm not an expert but I think you should be fine with a AR but do provide supporting documents to support your claims that your passport is genuine.
In three words I can sum up everything I've learned about life: it goes on :)

A bit too late to suggest this but you should have applied for a new passport before submitting the Tier 4 application. AFAIK, all countries allow citizens to apply for a replacement passport when the current one gets damaged for some reason. There is a reason why this is allowed!

Hopefully, the letter from the relevant department should help. Do consider seeking professional legal help .. as the penalty imposed is a serious one (serious enough that it may disrupt any potential plans to visit / live in any other country too in future).

No, I only mentioned as my previous passport was damaged in the application form , I didn't expect this outcome for a damaged passport.

but now i have obtained a certified photo page of my previous passport to request for an AR , (I certify this is a true copy of original which i have seen by Department of immigration and emigration with an officer's signature )
