Switching from Tier 2 to Spouse Visa/Name change

Hi,

My fiancé is currently on a Tier 2 with 2 years left. We plan to marry in the UK in July 2012. After we are married, she plans to change her surname to mine.

A) Can she do that whilst still on the Tier 2 visa? And...

B) Should she apply for the name change before applying for the Marriage visa or ILR?
