Time Taken on PSW decision ?

Hi All,
Could you please let me know how long does it take home office to make decision on the PSW application ? My visa is going to be expired on 25th January 2012 and i applied today on 9th Jan.

PSW processing times

If you do not recieve a decision before your visa expires, your leave will be treated as continuing by virtue of 3C of the Immigration Act 1971

What do u mean by virtue of 3c ? What is it ? Could my visa be refused ? I have applied 16 days before my visa expires than why would be this case ?
