US & Hungarian to EU

A US citizen with a long-time Hungarian spouse wish to 'return' to live in the EU, not sure where yet but France or Hungary are favourite.
My question is: what rights will the US citizen have i.e work? reside? health-care?
The latter is of particular interest as he has a heart condition..
Any info gratefully received.

In my opinion all the Eastern European countries are very backward as far as Healhtcare is concerned.

So possibly France may be a better bet where you may have more "rights".
