What is your nationality?

Why couldn't you both live in your home country?

That's going to be the fundamental question for a DL application. The answer 'we don't feel like it' won't be enough.

The EEA regulations dont make provisions for spouse of dependant family members of an EEA national. However it has been argued that provided these people meet all the rules in the immigration rules, it will be wrong for them not to be given something , taking into account the human right act and the prohibition of discrimination between people on leave to remain and someone holding a residence card.

You could get something with the help of a good solicitor
