Combination of Dependent Visa and Tier 1

Hi, I am getting a point based Tier 1 visa after being dependent (two years) on my husband who is on inter-company transfer (restricted category), I need some help to understand few questions.

1. Can the period spent as a dependent will be counted for 5 years requirement for ILR; and
2. Can my husband who is on inter-company transfer be my dependent after my visa.

I would appreciate, if some can reply to this question as I could not find an answer in the database.

1. No, as you will have to leave the country to apply.
