Tier 2 ICT settlement - Can wife apply?

I got married in sept last year in london. My wife is from malaysia and was on a work permit at the time. She was based outside london but has since left her job and moved to a dependant visa.
Can she be included on my application for ILR?

The website seems to indicate no..

Can your dependants apply for settlement?
If your dependants want to apply for settlement, they and you must meet all the requirements of the Immigration Rules at the time when they apply for settlement. If they are considering applying for settlement in the future, you should note that the Immigration Rules are subject to change.

At present, your partner must have lived with you in the UK for a minimum of 2 years before they can apply for settlement. Your children can apply for settlement at the same time as you do.

It appears the rules have changed now. :(

If I get my ILR, my wife remains a dependant on my ICT visa. How does that work? Will it not get cancelled?
Do I need to apply for FLR(M) immediately?
This immigration stuff is doing my head in
