Wife's PBS Dependant Visa Rejected.Apply from a new country?

Me and my wife live in Bahrain. However my resident permit is in Saudi. I travel to Bahrain every day on visit visa. I applied for Tier 2 ICT long term staff visa in saudi and got it. My wife applied for dependant visa after I got my result and it was rejected. they said that they didnt beleive we lived together. Since the application was forwarded to UAE they didnt understnad the concept of travellign everyday to Saudi. Can she reapply from India? Have you come across these cases. I am preparing a bunch of documents to show that we have lived together. Is it a problem if she submits her fresh application in India. Appeals will take too long a time.

The problem is once I leave Saudi Arabia, her Bahraini resident permit is going to be cancelled as well. Does that mean we have to make sure that this is not cancelled and have to apply from Bahrain???
