Post-Study Work abolition. Who does it affect?

I don't know if this has been asked a million times before but I've been surfing for a couple hours now and I still haven't found an answer.

I would like to know if the abolition of the Post-Study work visa in April 2012, will affect students currently studying in the UK, or will it only affect students applying to study in the UK, but not yet here?

I read a comment suggesting that it won't affect students currently in UK, is this true or is the comment-er mistaken.

I have a friend who will receive his masters results around the end of march, possibly later, and he's concerned that he will not have time to apply for the post-study work visa, is he correct in being concerned?

Anyone who has not applied for psw before the scheme closes in April will not be able to make an application regardless of when they started the course.

PSW will close down in April 2012 for all, regardless of current or forthcoming students.
